The tender follows the compilation of the utility's five-year business plan to expand and modernise its grid network as well as reduce energy losses.
The five-year plan (2017-2021) was approved by CFE's board and outlines an investment of 256bn pesos ($13.7bn) toward modernising its distribution network and developing a smart grid.
CFE plans to invest 168bn pesos in generation to increase capacity by more than 8GW, up 14% from 2016.
The company plans to boost the efficiency of its existing power stations through modernization and maintenance, for which it will seek private investment.
