Consolidated Edison Company of New York Inc. has partnered with Detectent Inc., a company that assists utilities to discover incidences of theft of service, to create a detection solution to monitor and identify theft of service cases.

In 2004 Con Edison recognised that economic trends had the potential to increase theft of service occurrences, and looked for new ways to generate better lists of potential culprits for its revenue protection field investigation team. The utility involved Detectent in the study of several years of past investigation reports and data patterns, to identify both abnormal and normal usage patterns that could be captured and analysed. The intelligence was then encapsulated into software models that were able to separate theft of service from non-theft cases in a laboratory environment.

The next phase of the project transformed the tools into a commercial software suite, called RevEnhance, which has been deployed to Con Edison’s field investigation team. Current and historical customer consumption data, information about each business, and environmental conditions are combined and analysed to identify cases of un-metered electricity and gas service. A prioritised list of accounts is then delivered to an analyst for a final review, and the investigation case management and performance measurement modules ensure that the results of all investigations are used to further improve the revenue protection cycle.
