Camden, NJ, U.S.A. --- (METERING.COM) --- December 6, 2007 – Gestalt, LLC, an international professional services firm providing consulting services and technology solutions to the energy and defense sectors, has successfully completed Phase III of a multi-phased project with the New York Independent System Operator (NYISO) to develop the industry’s first rules engine-based Billing and Settlements System. The NYISO is a non-profit corporation that began operations in 1999 to facilitate the restructuring of New York’s electric industry. It operates the Empire State’s bulk electricity grid and administers New York’s wholesale electricity markets.

The solution expanded upon the billing simulator technology Gestalt and the NYISO developed in Phases I and II which helped to improve the NYISO’s very complex billing and settlement process. The simulator provides a tool to analyze market rule changes, address issues impacting customers, and expedite the NYISO’s overall settlements process. The third phase of the project incorporated the billing simulator technology into the development of a rules-based production settlement system to help further reduce the time it takes to run through a settlement cycle.

Since the new settlements engine went live on August 9, 2007, the NYISO has run 1,275 billing days with each settlement taking less than 30 minutes on average to process – an 80 percent decrease in processing time. The NYISO’s previous billing and settlement system required lengthy processing time each market day. On average, each settlement took upwards of two and one-half hours per day to process. The billing and settlements process for an independent power system operator (ISO) is based upon a series of exacting, multi-factored calculations using real-time data extracted from thousands of electrical nodes spread over large geographic regions. In this case, the NYISO manages wholesale power markets for the entire state of New York, settling several hundred thousand transactions valued at more than ten billion dollars annually.

Gestalt began working with the NYISO in the spring of 2003 in order to help with billing, data accuracy, rules and rule changes, and issues with software. The objective of the Billing Simulator Project was to determine if modeling, simulation, and interoperability techniques could be used to streamline and enhance the accuracy and reliability of billing and settlement analyses.
