The European Commission has issued a recommendation to all member states in an effort to make the use of electricity power supply lines for high-speed Internet access easier. The Commission recognises that uncertainty about the rules governing the European energy market could have prevented widespread adoption of the technology, and has spent some time discussing the recommendation, as well as arrangements for implementing it, with member states.

The Commission has also recommended that member states remove what it calls unjustified regulatory obstacles, in particular from utility companies, on the deployment of broadband powerline communications systems, saying that affordable high-speed Internet access is vital to sustain EU competitiveness.
