Regulation is driving smart metering in Russia. At Smart Metering Russia 2010 (23-24 November, Moscow) Mr. Alexey Lyakov, Assistant Director General of Energy Efficiency at JSC IDGC of Centre will be presenting an update on their smart metering programme and the importance of an effective regulatory framework to deploy smart metering and smart grid programmes.

Mr. Lyakov says:

“The basis for the introduction of smart metering is the Federal Law of 23.10.2009 â„– 261-FZ, which reflects that energy efficiency and energy savings can only be achieved by the implementation of smart meters.

As part of this Federal Law IDGC of Centre is implementing Smart Metering technologies throughout the region, that form the basis for Smart Grid and Smart Home projects.

The smart meters that have been deployed are connected to the networks of JSC MRSC of Center branches and have a wide functional range. They allow the option to apply different tariffs, for customers to manage their own electricity consumption and provide the control parameters of power quality.”
