In the wake of the power outages recently experienced in the US, The National Association of Regulatory Utility Commissioners (NARUC) has commented on the pressing need for the US Congress to pass legislation now pending before a House/Senate conference committee to enforce mandatory compliance with standards developed by the North American Electric Reliability Council (NERC) for the safe and reliable operation of the nation‘s power grid.

Since the mid-90s NARUC has recognised that there is a fundamental need for the establishment of a system of mandatory and enforceable reliability rules applicable to all users, owners and operators of the North American bulk power grid. To that end, NARUC supports legislation developed by NERC that would allow NERC to sanction participants in the bulk power markets that fail to comply with these rules.
